The interest from Roma comes after Bissouma was dropped from the team due to poor timekeeping in their European Super Cup defeat to Paris Saint-Germain.
According to reports, Spurs are prepared to sell Bissouma at a starting price of £20m.
This decision is thought to be related to the arrival of Joao Palhinha from Bayern Munich, who has become a key player under manager Thomas Frank.
Roma sees Bissouma as a potential replacement for Manu Kone, who is also a target for Inter Milan.
