Schlupp, 32, joins the Canaries after spending eight years with Crystal Palace, where he made only 12 appearances last year.
During his time at Palace, Schlupp played for Celtic on loan in February, making 18 appearances for the Scottish champions, including a notable match against Bayern Munich in the Champions League.
Norwich City's sporting director, Ben Knapper, explained the reasoning behind signing Schlupp, highlighting the player's experience and versatility.
"Jeffrey is a player with immense experience, having played at the highest levels both domestically and internationally for many years," Knapper said.
"His quality, versatility, and character will be great assets for us, and he will serve as a fantastic reference point for our younger players this season."
Schlupp expressed his excitement about joining Norwich City, looking forward to the new challenge and the opportunity to contribute to the team's goal of promoting to the Premier League.
"I'm really excited to be here and start working with the team," Schlupp said.
"I've spoken to the head coach, Liam Manning, about the plan for this year, and I'm excited to be involved."
Regarding the team's goals for the season, Schlupp reiterated that Norwich City will aim to make the play-offs and promote to the Premier League.
