The English club is prepared to outbid Tottenham for the services of Eze, an England international player.
Arsenal's offer is reportedly higher than Tottenham's, with a proposed fee of £67.5m, compared to the £60m offered by Spurs.
As part of their proposal, Arsenal is considering including Jakub Kiwior, a Poland international, in the deal.
Kiwior joined Arsenal from Spezia in January 2023 for a transfer fee of £20m.
